Your despatch 7th April No. 142 proposal not approved

as Admiralty do not requisition tonnage at cheap rates except for definite Naval or Military purposes but Admiralty state one collier is being allocated to make one trip with coal from Japan which will meet actual naval and military require- ments and that of Colonial Government for about three months.
